Blogger vs WordPress Blog

I have purchased a business that that paid a individual to create a page to list with the web site. Since the purchase I am unable to contact this individual to gain access in WordPress to make changes to this page. I am inquiring 1. if the account is being maintained and paid by this person and 2. if your company can in anyway switch the contact and payment information to me or my company. I have no information to provide for ownership, except for the signed paperwork provided on the purchase of the company.
